One of the effects of the changing work patterns of women in the 19th century was an explosion of girls coming into the public sphere. Often they left home and travelled to the big city, far from the scope of mother's watchful eye.
At the same time, a number of organisations sprang up to supervise the morality of these working class girls. But were they simply middle class ladies imposing their values upon women they thought didn't know any better?
