Trust observations on ³ÉÈË¿ìÊÖ Executive employment diversity

World Service Research Report

Under the Terms of the ³ÉÈË¿ìÊÖ's Charter and Agreement the Trust has a duty of oversight of the World Service. This includes an annual performance review and independent research. The Trust takes a look at one or more services each year, carrying out rigorous research and analysis into its performance.

Purpose remit reports

In order for the ³ÉÈË¿ìÊÖ to fulfil its mission to inform, educate and entertain, the Royal Charter and Agreement sets out six public purposes. The Trust has set remits for these public purposes, and in order to monitor the performance of the ³ÉÈË¿ìÊÖ in delivering the purposes, the Trust carries out an annual Purpose Remit Survey. This research asks respondents to express their views on both the importance they attach to the purpose priorities and on the ³ÉÈË¿ìÊÖ's current effectiveness in delivering them. Two waves of survey data were completed in 2009/10 (September/October 2009 and February/March 2010) amongst 2251 adults weighted to be representative of the UK population.

Media literacy research

The Purpose remit reports above measure how well audiences believe "the ³ÉÈË¿ìÊÖ has helped me make the most of new technologies such as interactive TV and the internet". As this is only one element of media literacy, the Trust recognised the need to measure how well the ³ÉÈË¿ìÊÖ helps its audiences engage critically with media – to find what they are looking for from trustworthy sources, to understand and form an opinion about the information, and where necessary, to respond to and interact with the information.

The ³ÉÈË¿ìÊÖ Trust commissioned some audience research to understand how far audiences feel they have been helped by the ³ÉÈË¿ìÊÖ to evaluate and engage with the many sources of content available through digital media. The research set out to explore both perceptions of the ³ÉÈË¿ìÊÖ's performance in addressing media literacy needs across its output, and the importance placed by licence payers on the ³ÉÈË¿ìÊÖ fulfilling this role.

Trust's oversight of staff training

Under requirements of the Agreement, the Executive Board reports to the Trust annually on the current operation and effectiveness of the arrangements for the training and retraining of ³ÉÈË¿ìÊÖ staff. This commentary sets out the Trust's observations on the Executive's arrangements over the ³ÉÈË¿ìÊÖ's financial year ending at 31 March 2010.

Audience Councils' annual reviews

The Trust works very closely with the Audience Councils in England, Northern Ireland, Scotland and Wales. These councils play a key role helping the Trust understand the needs, interests and concerns of audiences. Each council is chaired by the Trust member for that nation. The councils' role is to bring a wide range of licence fee payers' perspectives to bear on the work of the Trust. Each council publishes an annual review of its work and summary of its Audience Council activity.

Equality Impact Assessment

The Equality Impact Assessment (EIA) for the Annual Report Part 1 and Nations and Regions Reviews, was developed at the start of the Annual Report process and aims to assess any potential impacts, both positive and negative, on the main equality protected characteristics. The EIA records these impacts and in particular the mitigations which were put in place to limit any negative impacts identified.
