As the German family minister, herself a mother of 7, sets out proposals to encourage women to have more children, we look at what happens when the state intervenes in fertility. Europe-wide, the birth rate is low. Can anything work? What are the political implications when we urge women to increase their family? And just why aren't we having enough children?听
