The 1997 'Protection from Harassment' act recognised that "stalking" was a crime. Lawyers thought it would lead to about 2000 prosecutions a year - in fact there are more like 5000!

Supporters of the Act see it as a to stop the psychological and physical abuse that the victims of stalkers suffer, but opponents say that the law is too wide ranging and it's led to the criminalisation of a number of petty disputes.
Martha talks to Emily Finch, Lecturer in Law at Reading University, and Quincy Whittaker, Barrister at Doughty Street Chambers.
Emily Finch's book 'The Criminalisation of Stalking' is published next month by Cavendish Publishing.
