The US Senate has approved a $250bn spending plan to boost tech research and production. It's aimed at countering China鈥檚 growing influence in the sector; Scott Kennedy, the senior advisor and trustee chair in Chinese business and economics at the Center for Strategic and International Studies, gives us more details.
