Lord Heseltine 'Liverpool changed me'
It's 40 years since the International Garden Festival opened in Liverpool. A time when the city was crippled by unemployment under Thatcher's Tory government.
Lord Heseltine, the then Environment Secretary, was sent to Merseyside tasked with coming up with ways of regenerating the area.
And one of those ideas was the Garden Festival.
