The United Nations has a new High Commissioner for Human Rights, Volker Turk, who is replacing Michelle Bachelet.

One of his first actions was to issue a warning about what he called the "utterly staggering" toll on civilians due to airstrikes and artillery strikes, on the northern Ethiopian region of Tigray.

Newshour spoke to him on his second day in the job about Ethiopia, Eritrea, and his concerns about the conflict.
