Professor Phil Scraton, author and member of the Hillsborough Independent Panel discusses the cost of the tragedy in which 96 football fans died on 15 April 1989.
Inquests into the disaster ruled the supporters who died were "unlawfully killed."

鈥楳any of the survivors have suffered intensely since. Physically, mentally and some through the loss of life,鈥 he added.
