The Chief Constable of Greater Manchester Police, Sir Peter Fahy, has said that an "alternative justice system" operates in some areas of Britain.
He said in many inner city areas, leaders of organised crime gangs were being treated as folk heroes.
He's been speaking to the 成人快手's Paddy O'Connell about the force's crackdown on gangs - Operation Challenger - which began following the deaths of PCs Fiona Bone and Nicola Hughes at the hand of Dale Cregan last year.
