It's the end of the political year at Westminster and a time to look back over the first months of a new coalition government and assess the state of the nation. A survey published this week showed the British body politic taking a tougher line on welfare services, but showing increased approval of public service provision.

Penny Young of the National Centre for Social Research outlines the survey's findings. Matthew Taylor of the RSA, and a former adviser to Tony Blair, considers the implications of this survey, with Dr Jesse Norman, Conservative MP, and author of The Big Society - an influential contribution to Conservative thinking on social policy.

Part of the coalition government's agenda is to devolve power to grass roots level, particularly to local government. It is even suggested that referendums - not usual in Britain- might become a useful tool in local democracy. Daniel Hannan an MEP is an enthusiast for referendums and explains why.
