The clock is ticking to a possible winter election, but today the Assembly will meet in the faint hope of laying the grounds for a resumption of the executive. If the deadline of one minute past midnight is missed, the Northern Ireland Secretary of State Chris Heaton-Harris must call an Assembly election within 12 weeks.
