The Conservatives have been dealt a double blow as the Liberal Democrats and Labour win two by-elections. Co-chair Oliver Dowden has resigned saying that Tory supporters were "distressed and disappointed" and "We cannot carry on with business as usual. Somebody must take responsibility".
