The new Highway Code comes into force at midnight, and creates what it’s calling a new ‘hierarchy of road users’ aimed at improving road safety for people walking, cycling and riding horses. It means pedestrians get priority at junctions and zebra crossings, and cyclists will be able to ride in the middle of the road - with the onus on motorists to protect the "most vulnerable" road users.
