Hammond had been seeking to reassure MPs that the Treasury was preparing for a range of Brexit scenarios - including no deal with the EU. Also: in the Lords, a former head of the civil service called for an independent judicial review of the police inquiry into Sir Edward Heath; and the Universities Minister Jo Johnson was challenged in
