Is it wrong to make fun of the way some people speak?

We're asking this because there's two stories in the news today. Firstly there's been a huge backlash against yesterday's Sun page which mocked the new England manager, Roy Hodgson's speech impediment. Over a hundred people have complained about the headline "Bwing on the Euwos" whoch took the mick out his inability to say his "Rs". Some have said their kids with similar problems have been bullied as a result. Secondly an advert by US comedian, Ashton Kucher, where he pretends to be a heavily accented Bollywood producer called "Raj" looking for love has been banned because its offensive.
