Should prison sentences of less than six months be replaced by community sentences?

MSPs are today debating plans by Justice Secretary Kenny MacAskill to move away from sentences of less than six months and towards more community sentences. But Labour and the Conservatives say the funding just isn't there for real alternatives to prison, and offenders would be let off lightly.
