Does the law on dangerous dogs need to be tightened?

Alex Neil MSP is proposing new legislation which would include jail sentences for owners who let their dogs run wild. Do you think the law needs strengthening? Or are the laws that are there simply not being enforced properly? Should the old dog licence which applied to all dogs kept as pets be brought back?
