He was arrested after the shooting on Crankhall Lane, Wednesbury, on Tuesday at about 16:20 GMT.
The VW Golf hit several other cars before it was abandoned in Woden Road East and the force said no-one was believed to have been injured.
The 18-year-old, from Walsall, was charged with possession of a firearm with intent to endanger life.
