Two men, in Birmingham, have been released on bail.
The collision took place in Ettington Road in Aston on Friday afternoon. The car involved failed to stop, police said.
A 19-year-old man was left with head and back injuries and a 17-year-old with head and leg injuries. Both remain in hospital.
Police arrested the men, aged 22 and 20, on suspicion of causing grievous bodily harm.

Call for Army veteran to get UK passport
Tadeusz Polanski, 74, of Birmingham, arrived in the UK from Rhodesia, the country of his birth, in 1951.
In the 1960s he served in the Grenadier Guards for seven years. But in 1996 his UK passport application was refused.
Labour MP Richard Burden has raised the case in Parliament and called for Mr Polanski to be granted UK citizenship.

It's 53 years since the station closed.
The new £14m station should have opened in December but there have been delays due to safety problems.

The families of some of those killed in the Birmingham pub bombings have raised more than £20,000 in the last few weeks towards the group's legal costs as they fight to have the suspects named in the open.
Twenty-one people were killed on 21 November 1974 when bombs exploded in two city centre pubs.
The victims' families have fought for years to have the inquests reopened. Hearings were held days after the bombings but closed without hearing any evidence.
After a legal battle they will now be held, but coroner against a high court ruling saying suspects should be named.
