Proposed improvements include the widening of the shared use pavement and changes to traffic signs and road markings.
Funding is being provided by the government's Active Travel Fund.
The first phase of work will be on Route 14, which is also part of the Coast to Coast path.
A council spokesman said work would start at Esk Avenue and people would be required to follow a diversion route.
Work would be done in phases over the summer and autumn months, he added.
The spokesman said: "Cumberland Council wishes to thank the community for their continued support and patience while they improve the walking, cycling and wheeling network and apologise for any inconvenience the works may cause."
