Greater Manchester Police (GMP) said it happened on Albion Way, Salford, just after 18:00 BST on Saturday.
The force said the 60-year-old man was riding a green Kawasaki bike near another motorcycle when he crashed.
Sgt Matthew Waggett thanked passers-by who "stopped at the scene to help and provide care to the victim".
A 38-year-old man has been arrested on suspicion of causing death by dangerous driving.
