Four for all

Should Senators, Deputies and Constables all serve for four years? A States department thinks so.

Jersey's Senators could serve for a four year term in future. This would bring them in line with Constables and Deputies.

At the moment, Senators serve for 6 years but the body that oversees States reform wants to reduce their term of office.

In September, the States decided that Deputies should serve for a 4 year term from 2008.

Privileges and Procedures is currently working out the best way to implement this decision.

They feel the only "realistic and workable option" is to ensure both Senators and Deputies serve for four years.

They also think the number of Senators should be reduced from twelve to 8 by 2016.

They're asking the States for their views, but say if they don't want to reform the role of the Senator they should consider reversing their decision on extending Deputies terms of office.

Constables

It's also hoped all Constables will be elected on a single day in October next year but PPC have said it can only happen if all Constables voluntarily resign by next August.

In July, the States decided to elect Constables for a period of four years, and to move all Constables elections to a single day.

Now the body that oversees States reform - Privileges and Procedures - has drafted the law that will make this decision legal.

They're hoping all twelve Constables will resign voluntarily by 15 August next year, so a one day election can be held in the week starting on 15 October 2008.

However, as no Constable can be forced to resign early, there's a chance the first one day election may not take place until 2012.听

The four years for all proposal is the best way forward. The only motivation for Deputy De Faye's ridiculous 8 year term proposal, and his even barmier 'only those with a year's Deputy experience can run for the office' is self interest in my view. 8 year terms would certaintly result in wealthy candidates, or those backed by unregulated wealthy vested interest groups keen to buy influence, whilst maintaining a veneer of 'independence', running more and more expensive election campaigns, which would freeze out the ordinary working man and woman from putting themselves forward.

As for the one year's Deputy experience proposal...let's just look at Deputy De Faye himself. Into a second term now and a performance that is shocking. Imagine him managing to somehow get elected as a Senator then the public being stuck with him for EIGHT years!!!!!! Nightmare! There are may people who could do a great job first time around as Senator. For a recent example, Ben Shenton. Enough said.
