Jubilee Commerative Medal

A member of our class writes:
'When I went round to my Nanny's I dug out a metal object. I asked my Nanny if I could clean it, and she said yes. I noticed it was a medal, and was surprised. I asked her if I could kept it, and she said yes!

It is a puzzle exactly when the medal dates from. There are clues which led us to about 1899, but some of the words are obscured. We would like to have an opportunity to take it to an expert and get their opinion, it could be much older!
